The mission and vision of the Rutgers Institute for Emergency Preparedness and Homeland Security (IEPHS) are consistent with the goal to enhance capability and capacity to prepare for, respond to, and recover from disasters and emergencies due to hazards and threats of natural, accidental, and intentional origin.


The Rutgers Institute for Emergency Preparedness and Homeland Security is a universitywide, multidisciplinary center of excellence, blending expertise and experience in the sciences and humanities from all campuses statewide to protect and enhance life, health, and wellness of individuals and populations—and to safeguard the physical, economic, and societal infrastructure—through national and international collaboration in research, education, community outreach, and practice.


To play a national and international leadership role in optimizing prevention, protection, preparation, mitigation, response, recovery, and resiliency to all-hazards emergencies, disasters, and terrorist threats.
